Andrew Bullen is a qualified town planner and management consultant with over 30 years of experience in strategic and statutory planning and development assessment in Local and State Government as well as the private sector. ​During this time, Andrew has been responsible for the preparation and project management of major forward planning projects including planning schemes, land use strategies, urban master plan projects and multidisciplinary planning studies. These have included managing planning scheme reviews for Townsville City, Hervey Bay City and Redland Shire, undertaking the Activity Centres Review for the original SEQ Regional Plan, and being the town planning adviser on the Toowoomba Base Hospital Master Planning and Redevelopment project. ​Andrew's experience has also encompassed the facilitation and assessment of complex residential, commercial, industrial and rural development projects. Key projects include being the town planner responsible for the Toowoomba West Wellcamp Airport (Australia's first privately owned public airport and associated business park); the world's largest Medicinal Cannabis Propagation and Processing Facility (Asterion); the revolutionary GDTC Tyre Recycling Facility; and a Milk Processing Plant for Au Lait Australia. He has also been responsible for significant master planned residential communities, major shopping centres, large scale industrial facilities and intensive horticulture and animal industries. ​Andrew provides expert witness testimony and representation for both Local Government and private sector clients in Planning and Environment Court matters. Prior to moving to Toowoomba, Andrew was an Associate Director with national planning, economics and property consultancy Urbis, where he represented a range of national planning and development clients. Before joining Urbis, Andrew had been Manager of Strategic Planning at Townsville City Council between 1998 and 2001, where he was the project manager and officer principally responsible for the preparation of the City's first IPA Planning Scheme and was a key contributor to the Townsville CBD revitalisation and the redevelopment of Townsville's iconic "Strand" beachfront boulevard.
